I replaced the retail lots with other lot types such as restaurants and a wedding venue. When I go to set up the events, the lots and the neighborhood itself do not show up in the list.

could you check if the wedding venue properly shows as wedding venue in both build menu and the map ?
There's a known issue where they don't properly convert and you have to reset the lot type.
Turns out it was showing as a wedding venue on the map, but in build menu it was set to residential. I set it to wedding venue and it shows up now.
