The 200 max sim count only applies to the number of sims you have in the My Households tab. It does NOT include the sims in the Other tab. Tbh, you aren't limited to 200 sims either. You can have as many as you want simply by changing the max sim count to unlimited. For instance, I have nearly 600 sims in my My Households tab. It all depends on how your game is performing more or less and what your hardware will support to keep the game running smoothly. If you play on a low end laptop that will barely run the game, then you probably need to keep the max sim count at 80 or 200. Keep in mind that this game was developed a 10 years ago. There have been a lot of improvements in computer hardware and the game itself since then so if you have relatively new hardware, then you can probably run with the sim count set at unlimited with very few or no problems.
That said, the way to save sims you want to keep that are currently in the Other tab, simply move them to the My Households tab by clicking on the little heart. If you play with NPC aging off and don't enable Neighborhood stories for those households, they will be around as long as you like to keep them. That includes sims with roles in the game like the RoM sages and CotL villagers as well as a few others. Keep in mind that if you have NPC aging on, they can still die though.
