Max Sim Limit 575? (Console)

I play Sims 4 on PS4, and I read somewhere that the maximum sim population the game will hold is 575. Once the population hits that mark, the game will start culling unplayed, unhoused, "Other Households" sims in order to make room for new sims to be generated. My question is this:
If I set the "My Households" limit to unlimited, and save 575 sims under "My Households" (the folder where sims are safe from being culled,) does this mean the game will cease its cycle of culling and generating townies altogether?

It would be fantastic if it worked this way, because I'm getting really, really tired of having to go through the manage households feature every couple hours of play to delete newly generated vampires. (I loathe vampire sims and only got the pack for the stuff included with it. I wish there were an option to turn off supernatural/occult sim generation, alas...) Just when I think I've deleted all the vampires, I play through a couple sim days and nights, and sure enough, a newly generated vampire breaks in. Like, I had literally just deleted them all an hour or two earlier. It's getting very, very old.
