I think it shows up if another Sim is doing the interaction you are maxed out on. So have another Sim cook and then you should be able to mentor him.
I tried to do this with the guitar skill, so I picked the Jam interaction and then clicked on somebody and looked for the mentor interaction, but I couldn't find it!
