My sims can't reprimand pets.

I'm not completely sure this is a glitch but here's my problem. I am working on the pet aspiration so I'm trying to train out the misbehaviors of my pets (both cat and dog). The sim I am doing it with never has the option to reprimand her pets when they are doing something wrong but her husband does. I was hoping someone might know the reason for this? I've actually tried this with two different families and saves and for some reason the sims I am working with is never able to do this. Does anyone else have this problem? Thank you for your time.
