Have you tried deleting all food you have and just cook new ones ?
Please continue to test without mods.
I've made my game replace its sims 4 folder and tested it. It seems to work well with or without mods however the moment I place my original save files into the game it starts acting up again. I still haven't a clue where the route of the problem is or what caused it.
