My teenage Sims can't flirt with each other

I've got a teenage sim in my main household and she just broke up with her bf and now I'm trying to get her and my new teenage sim to fall in love and even if they're both romantically attracted to male and female Sims there's absolutely no romance category in the social interactions. They're not related at all they're complete strangers but even when I get their friendship to 100 there's nothing saying they can flirt in any way. It's so frustrating because I'm trying to follow a storyline and I've had to go into CAS many many times to use Sims off the gallery to try to make the guy my sim is supposed be in love with and nothing has worked. They're both teens, they both have romantic attraction to both genders and they're not at all related and nothing is working. If this is still happening when they age up I might just have to forget my plans and find a random townie for my sim to be with

EDIT: I got it to work somehow I'm not sure how I just went to Manage Worlds or whatever and went back to playing with my main household and the romance category was back
