as far as I know there is no "base" social wheel.
The first group of interactions you see when you first click on another sim contains interactions that are drawn from various subcategories.
They are chosen for that first group based on various factors including the situation, your sim's mood, who the sim is talking to etc.

I forgot to mention I do have the "Traditional Social Menu" option enabled (Game Options > Gameplay). It's been so long I had completely forgotten the modern wheel was a thing at all, let alone that particular setting. Attached is a screenshot of what I usually see with that option enabled when first clicking on a sim I want to interact with (marked with start is the first set of options that consistently shows up), as far as I can tell this "traditional menu" hasn't really changed, it's the contents of the Friendly/Funny/Mean wheels that have been overhauled.
Speaking of, I tried switching the setting off, but the result was kinda the same in terms of content, just organized differently? There's two "More Choices" options, and they cycle a bit weird (I've attached another screenshot). For some reason after cycling back from either "More Choices" branch, the "More Choices" options swap positions, eg: the first top one now takes me to the wheel with "Swindle for Credits" instead of the one with Friendly/Funny/Mean/etc. It's fairly consistent otherwise
Might need a restart to have the modern wheel apply properly, I don't know. Give me a moment.
EDIT: Nevermind, restarting with that setting now disabled did nothing. Neither does interacting with sims other than that servo. I struck a conversation with said servo and no situational socials popped up either. Now, playing as said servo talking to the übersim, I did get the first wheel to be populated with situational options, the next group after More Choices having the usual Friendly/Whatever options, no duplicate "More Choices" (maybe due to lacking the skills, attributes, etc. seen in said duplicate, such as "Swindle for Credits")
This might all be getting out of scope for the original report though.
Should I change the title to something like "Traditional Social Menu interaction categorization oversights"?
