I've tried it with and without mods enabled. Even created new save files for both.
I learned that if you make them "woohoo partners", they can't become romantic partners without having them to end the woohoo relationship.
At least that's the only thing that I've been able to figure out.
@LadyBreenaCo do you have issues with all Sims ? There is a known issue for Panya Li
