did u try using a low quality stove and a rug by it. if you haven't try setting off fireworks while indoors that is going to start a fire I've tried it and 10 out of 10 times it started so if that doesn't work I don't know what will im sry. maybe just make a new family
Are you doing the unlucky chef scenario? There is an issue that no fires are occurring when sims are doing that scenario

Chances are usually better if you have a tense Sim.
It is random though so maybe your Sims are just insanely lucky ?
