No option for complaints/discus fear of Unfulfilled Dreams

my sims is sad/angry due to fear of filling unfulfilled but can not discuss the fear or have the option of complaints to vent or complain about it. i took all my mods out to make sure that they weren't the problem and the issue was still happening
