No options for kiss or propose

Since the update my sims can't kiss or change relationships. I have tried on existing households and new and this makes no difference

I can see options to woohoo, blow a kiss and can kiss when cuddling on sofas but can't just kiss or change the relationship of my sims unless a non played sim does this. 

I've tried removing mods and lovestruck pack and this does nothing.
