Hi @44mj44 ! What platform is your game on; PC / Mac / Console? If PC or Mac, are you using any mods? If you do have mods, exit the game and move the mods to your desktop. Then open the Sims again and test a new game save to see if strays will show up.
I added the "Cat Hangout" lot trait to my sim's home once. This was on a lot in Willow Creek. I had four strays appear within a few minutes. It was cute at first but they stayed for the longest time! I eventually lured them outside with food and locked the door to all pets. Then I removed that lot trait as fast as I could and never looked back 😉
Aside from the lot traits, the best place to find strays is in Brindleton Bay. Your sim can travel to pretty much any lot there and find them wandering around. I find them mostly hanging out by the beachfront and the lighthouse. I've also had sims living in Brindleton and strays walked by fairly regularly.
