CL/ LS: Sim can't visit/ apartments

When traveling with my Sim to any apartment, my Sim is unable to enter the building. Instead they stay outside.

I tried apartments and penthouses in San Myshuno and Ciudad E. and my Sim just stood there: Outside, playing mobile games.
