No Vet Spawns @ Vet Clinic

My poor dog Dixie was as sick as ever and I went to a vet clinic (I built in Oasis Springs). There was no vet. I tried with a different household, but still no vet. I have 0 mods installed (new pack tomorrow I preordered) but now I am scared my saves about to crap. I ended up buying the vet clinic, treating my dog myself, and selling the lot. The vet still has not spawned regardless of restarting the game or traveling to the lot in Brindelton Bay, also the vending machine is empty. L Vet, luckily Dixie is chilling but my sim spent her last day alive trying to fix this before dying of old age. At least with life and death, Dixie now lives with her daughter.
