I have the same issue and with I only have one evergreen harbor

This is what pops up when I try to open the world. None of the lots load and I am not able to a move a sim in. I have no MODS or CC installed

    I just downloaded it and I'm having the same exact problem. I do have mods but I don't know what to do or where to even start with it.
