NPA behavior without NPA enabled

All the NPCS are wearing bags on their heads and doing pushups without the NPA Get Fit/Wear Bags being enacted in the neighborhood.  I've tried mailbox shift-cheat to clear all NPA, and I've disabled NPC voting, neither will clear it.

Also, my sims can request a table and order food, but the order is never delivered.
