What makes you believe that NPC relationship has something to do with HSY? If you talk about the new sexual preference settings these were added to basegame. Neighborhood stories are also basegame.
The relationship autonomy is locked into HSY. I know because there is a setting related to the feature that I, someone who doesn't have HSY do not have, and someone that does have the pack has.
I'm not talking about the new settings or neighborhood stories, I'm talking about the NPC Relationship Autonomy and how it doesn't make sense that it's locked behind HSY because it's something Neighborhood Stories should be doing.
