NPC Sims not using Thermostats

After upgrading the homes of many NPC SIMS and Venues with thermostats (and HVAC decoration), they do not turn them on.

It is currently Winter with Freezing Conditions.

I'm having to go to each lot and have an active SIM turn them on manually.

Aside: An ECO SIM in the neighborhood who is trying to sell more power and water to the neighborhood is concerned. "I do not want to have to go to every lot each hot and cold season to turn the heat or AC on for these people? Are they cavemen and barbarians?  rubs forehead   "I need to sell more power."
