It usually happens when you inadvertently transfer identified plants from a sim who has identified a plant to one who hasn't. The only way to get to 10 out of 10 is to have the sim collect and identify the missing plants. So, you'll have to figure out which plants each sim is missing and send a sim out to collect the missing plants and identify them. You can still send one sim to do the collecting and share one of each unidentified plant collected with others who are missing some of them. One thing you don't want to do is mix unidentified plants with those already identified in a sim's inventory. If you already have stacks of all the plants in a sim's inventory, you can check them individually to see if all of them are identified and move the ones already identified out of that sim's inventory. That might save you the trouble of having to collect them again.
