When you changed them in CAS, did you check to make sure they didn't have multiple outfits in one or more outfit category? Sometimes, downloaded sims will have the same outfit assigned to all five slots in a category and you have to delete the extra outfits, so they only have one (or however many you want them to have). If they don't have any extra outfits though, the sims might be glitched. In that case it might be best to delete them from your save, create a new throwaway save and download them into that, edit them, and save them back to your Library and install the new edited sims into your save to see if that will clear up the problem.
