You can think of overcharge as similar to overtraining in RL. You will end up fatigued and possible injuries if you train too much.
@jpkarlsen That is true, but the Sims is not always about applying real life logic. The description of Overcharged state clearly says that the Sim's magic becomes even more powerful than Charged. There's even a next level that's extremely Overcharged and it says that your spells are supposed to be at maximum power, even though the risks are greater as well. That is precisely the reason why I'm wondering if it's intended to still work like it does, with Overcharged spells being weaker than Charged. If it's not a bug, it's a contradiction from the lore point of view.
