patients dont get checked in at the hospital

I'm not sure if this is a bug or not but when my doctor sim goes to work after treating the few patients that are already waiting on the beds, the receptionist nor the nurse npc will check in new patients. They all just stand around and crowd the front desk. I have to take time away from completing my work day tasks to check new patients in, make beds, and clean the hospital.
