@DeanXeL I have also had the issue with others re-uploading my lots (especially so if you have a Maxis Fave, it seems). This is common, unfortunately, and I'm not aware of a good way to address it aside from adding a comment to the listing, since many players would then go to your original to download instead since they also don't want to support that type of behavior.
In addition to adding your comment to the upload in the gallery, you could also try posting on the player's profile, if they allow posting there, and pointing this out to them (I also recommend being respectful and polite), as it's possible they may not see the comment on the posted item, and may be more likely to see a comment on their profile page.
One very important thing to keep in mind initially is the fact that sometimes a player who has done this naively didn't think of this as plagiarism, and had no malicious intent. If the player falls into this group, politely letting them know that this is considered bad form in the community and considered to be stealing others' work will go a long way and there's a good chance they will immediately remove the upload.
Anyway, I agree that the 'reporting' and removal process needs to be improved. Your post here may be helpful not only to others to realize the issue but also to EA in voicing your frustration and encouraging that the issue be looked into further and addressed differently. 🙌
