planning a wedding event is not possible

My Sims can't start a wedding event: not over the phone, not through communication, and not at the wedding arch. I've already started a new game, cleared the cache, tried different sims, changed the property, applied reset sim, fixed the game, reinstalled the game. I don't have any mods either. Whenever an engaged couple wants to plan a wedding, the planning window opens, but the sims are shown as not engaged and their pictures are not selectable and have a lock on them. I play on PC and own some expansions, but I don't have the wedding stories expansion. Because it is raining into the houses at the moment, I have turned off the weather function.
