Pre-made Dine out Restaurants not in Library?

Try searching with the maxis filter, they used to be in the library but copies of all maxis property are in the gallery under the Maxis filter that way you can pick what you want. Also you can download a lot that has the other pack content it will just be replaced with the most similar content until you get the missing pack, with a few exceptions like any items from a pack will not appear in a pack you don't own. A good example is Jungle Adventure and a relic was in the house if you don't have Jungle Adventure the Relic would be gone, but a crystal or metal my spawn there. If the pack has a dresser from JA it would just spawn a regular dresser from the packs you do have that is equal value. However, when you do get the pack you will have to re download the lot to get all the pack content from that lot I hope that helps. Same with families.
