I am updating to add that I may have figured it out! I was poking around on my PC on my tablet preferences. I noticed that there was a toggle option for "Tracking": Pen Mode, Mouse Mode. I switched from Pen Mode to Mouse Mode and the spinning has stopped.
Of course, I've been struggling with this for weeks and only after I posted on the forums do I think to try ONE MORE THING. 😁 But it seems to have resolved it. Good luck to the other tablet users out there.
