Promotion bug I just can't fix

Hello all!

  Sorry if this has been previously answered, but on base game, I cannot get Bella Goth to promote at all! It used to work, as I usually play townie families over and over again, but one save she just stopped promoting. Now I can't get her to promote no matter what I try. I could just cheat it but I would prefer not to. I only use the base game and have tried deleting the Sims folder and a lot of other things. Any suggestions would be appreciated! Thank you so much and sorry if this is like the simplest five second fix! I have no CC or mods either, so there's no interference on that level!
