Putting friezes on building removes area

With the new Businesses pack you set each area as residential, public, or employees only. But if you put friezes on the outside of a room, this designation disappears and you can’t apply anything, there is no option, as if there was no business on the lot at all. 

I use no mods or CC that could cause this.
