I can do this and get the tile but the problem is that because I demoted his star status I lose one of his fame perk points (the bonus that comes with completing the aspiration and you can't get that back
They must have fixed this, because I simply went to the tile with my 5-star celeb and used "Pick Up Celebrity Tile" and then placed it back down, getting credit in the aspiration.
Have the cheat window on. 1) Press the shift key and right click on the sim (simultaneously). 2) Options will appear, click on "Expansion Packs". 3) More options will appear. Click on "EP06 - Get Famous". 4) "Public Image" comes up. Click on "Public Image". 5) Options come up. Click on "Increase Celebrity Level" (this can be repeated for additional celebrity levels. If you need additional fame points, type into cheat window (with cheats on) famepoints 1 (or however many you want) and press enter. You can then buy the fame perks back for your sim. Happy Simming!

I placed my tile down into the world while i was at the tile placement area and it just disappeared. ☹️
