It should be able to run the sims 4 with at least Medium settings.
When requesting opinions on a PC it is generally better to post a link so we can look at the complete specs but apart from Graphics it looks fine. The touch screen will take up resources without being helpful in the game.

Nothing else to remark. But a touch screen is basically worthless if the Laptop doesn't fold around so it can be used as a tablet.

I have this same video card on an HP Envy X360 Convertible. The screen on this one does swivel completely around to be used as a tablet. The main thing I don't like is that the keyboard is exposed underneath. But it works great! Sims 3 AND 4 run great.
I have the same computer and I can run it on ultra! HP Envy 360 i7 processor... love it!!
