How does layered clothes work?

Before I report it as a bug, I want to be sure that I am trying layered clothing correctly. 
I am unable to wear layered clothing, I am trying to replicate the layered clothing images in Sims 4, but it doesn't add on top each other, black tanktop under short yellow t-shirt with bow. 
Is there some special trick to add layered clothing?
