You probably already know this but.....  

What happens when you click on the floor of the 2nd story?  Does it outline a room?  If not, then the space is not fully enclosed.  So, make sure that there are no missing wall sections. If it does, go up a level with the room selected and click on the yellow outline.  If it says build a ceiling, then click it and build the ceiling.

If you click on a wall, does it select just that wall?  Again, the game is not seeing the space as a room, and you'll need to make sure you've enclosed the room.  

And if you are using a half roof for one wall, the back of a half roof is not seen as a wall.  You have to draw one along it for the space upstairs to be seen as a room.

And for screenshots:  Screenshots taken by the game camera are usually too big to load here.  Usually, if you hold the Windows button and hit the Print Screen button, the pics generated that way will be small enough.  Or if you just want to upload a snippet, then its hold the Windows button, Shift - S.  If you still can't get one that is small enough, then you'll have to take the pic to your photo editor and resave it in another format.  I save mine as a JPG when I need to upload a pic here.

    Holding down the Windows button just brought up the windows menu when I tried to use that button with the print screen button. But I was able to resize it & attached below. The level above this I was able to add a roof, but the staircase didn't go to that level before I added a roof.

    I can't tell from the pic how many floors you have.  I can tell that there's more than one though.  There is a limit of 4 floors above ground.  And the ceiling of the 4th floor is the floor of the roof.  You should be able to get a stair up to the roof.  The game does let you put walls up there, but you won't get a ceiling, so the space is open to the outside.  Imo, that is just so you can put an ornamental fence like many historic homes have that use mansard roofs.  What I think I see in your pic is that you've hit the upper limit and can't go any higher.  So, how many floors are there on the building?

    Attached below is the screenshot of my different levels of the building with the walls up. I think it's 2 floors above ground, not including roof.

    Ok, thanks for the pic.  You're not too high so that's not it.  

    So, try this.  Use the Custom Wall Tool to redraw all the walls on the second floor.  On the second floor, just start at one corner and trace over the walls from corner to corner until you are back to where you started.  It'll wipe out any wall paint but that's easy to fix.  After doing that, you should be able to place floor tile.

    If you still can't do it at that point, then drop down a level and select a room, go back up a level and click on the yellow outline around the top of the room below.  If it says build ceiling, then click on the message to build a ceiling.  Do that for all the rooms below.  Then try to place floor tile on the second floor.  That should work and let you place the floor.

    Thank you. It took some playing around with the wall tool, but I finally realized that the issue was I didn't have a light in the room so the flooring didn't show up correctly. Once I realized where I was able to add staircases to, I realized I had another level I wasn't aware of. Hopefully my sims people approve of the new room & furnishings!
