@TaraLovesBears There might be a way to have your own Sims wear  paper bags. You should activate the NAP in your own neighbourhood and have your Sim do something environmentally really embarrassing.

But most of the times it is a result of a mean streak towards each other. Sims that are active in ecological jobs or have these traits. They can 'use the spell Avoid' on other Sims.

I am not sure if it will work but you can always try.
