Go to Manage world then Manage household and split the family there.

is empty That should not matter.
When you split a household using the method mentioned earlier, it essentially creates a new household; you can then move that new household into the empty house without issue.
That said, you will want to make sure the empty house you are moving them into is something they can afford.
