Whether it's normal or not depends on your setting of the aging and neighborhood story system.
Judgment also depends on whether or not you are using a MOD that allows you to set age and condition.
Please check the settings listed above.
Aging and neighborhood story system settings can be set from Option ＞ Gameplay.
Regarding the Neighborhood Story system, there is a possibility that decisions made during the previous settings will be implemented for several days after the settings are changed. After changing the settings, please check the situation for about a week in-game time.
And I don't use MODs, so I can't tell you detailed information.
Regarding MODs, please carefully read the usage instructions provided by the distribution source and the readme included in the package, or search on Google etc.
If the problem still persists even with the correct settings, please report it with detailed information such as what the settings are and whether there are any MODs.

oh okay. Well I dont use mods and I usually keep the gameplay settings as they are. I just haven't noticed all this before. I guess I'll just keep checking if it reverts back in a week like you said.

Thanks for your report.
To be on the safe side.
If the Gameplay settings had remained at their default settings, it would have looked like the image below.
If you don't want pre-made NPCs to become ghosts, be sure to uncheck "Auto Age (Unplayed Households)".
Also, if you don't want to set the neighborhood story settings individually, uncheck this.
By toggling off the Neighborhood Story settings, the behavior before the system was introduced will be performed.
AHQ also posts a lot of information about neighborhood stories, so if you're interested, you can search AHQ for "Neighborhood Stories."
It would be great if you could get good results.

I had a Sim that was alive and is in a played household but recently showed up as a ghost. She did not turn back until gave her vitality nectar and she was fine. I think she drank the Spectral drink and that’s what did it.
