If you'd rather not play with mods or CC in your game, you can try this work-around instead:

• Search the Gallery for a Police/Detective/Lieutenant Sim with all career unlocks 
• Move this new Sim into your current active household
• This will allow you to use all available outfits for that career for any Sim in your current household
• Once you've edited your active Sim, you can then remove the Sim you've downloaded from the Gallery from your active household
