Sadly, you can only build a hospital if:

1. you have Get to Work

2. you follow a Sim in the medical career or a pregnant Sim in labor to the special hospital lot

So if you add vet clinic stuff, your sick pets wouldn't be able to access it, and if you add hospital stuff to a different lot patients won't arrive.

Also, sadly, the game doesn't really do multipurpose lots. Lots of us "fake it" by putting little apartments on our vet clinics and retail stores and then just never going "home," but since the hospital is a special lot I don't know how that would work. I guess if you have a doctor Sim they could hang out in your combo clinic but no patients would spawn in. ☹️

    Yeah as @xochiquetzl_xkvn says that's what I usually do and just create a sort of a multi purpose lot but patients won't spawn in the way you want them too. You can add lot traits for pets to congregate but that wouldn't be enough for the idea you have.

    But here's one I've done just for dogs and my Sim just treats the strays that arrive daily. It's my dog rescue/vet in Brindleton Bay. I just added all the dog friendly lot traits and dogs arrive regularly. My other Sims can go there to adopt a dog, but it is kind of unofficial. Because it's a lot where dogs spawn it's somewhere a bit more cheerful as the nearby beach is just miserable sick animal purgatory, it depresses me seeing the fluffy misery there. So my Sims travel to the dog rescue and the lot is fully open so they can go in and choose a visiting stray.

    My Sim, Amelie Rose has maxed vet skill and she adopts dogs into her home, treats and trains them and then I re-home some with her friends and family via Manage Households. She does the same for all the strays she doesn't adopt too but has converted stables big enough for all the strays in town and with everything they need (sniffle).

    What a great lot! You're so creative!

    I sometimes go to the cat cafe to adopt pets because it's both cat friendly and a cat hangout, LOL. And when my Super Sim was doing Friend of the Animals we rescued a lot of dogs and cats and put them in townie households LOL. But your lot is great!

    @xochiquetzl_xkvn thank you! It's a tribute to my late wonderful yellow Labrador, Barney. It was like therapy for me after his passing a couple of years ago. Plus I kind of needed to be reassured that those sad strays you see at night were heading somewhere (even though I tell myself they are just pixels lol).
    I did have a couple of cat rescues too but lost them due to a bug. So they need to be reconstructed. One is an outdoor cat park with shelter next to the Vet's and one is a celebrity home.
