Can’t transfer funds from residential (not rental) lot sim to retail store.

I read that this was fixed even though I was doing fine. The retail was working fine without an active owner (seems the owner moved into the atmosphere). I found another sim in the game and purchased the retail. Retail had no funds so could not open and I was unable to transfer funds from the owner household to retail.
