Hi @ksheehan1007 !  I agree with @Breeannafillmore that you may need to increase your sim's photography skill.  That can be achieved by purchasing / reading the photography skill books, taking lots of photos / selfies or by using cheats.  There are only 5 levels for the photography skills, unlike most other skills.  To really improve the quality of photos, you will also need a better camera than your phone.  If you don't have one already, you will find cameras in build/buy mode in the Electronics menu, Miscellaneous section.  You can also buy the "appreciably average" camera using the purchase gifts option from the phone or a computer.  My sim produced an outstanding photo with that camera and level 5 photography skill.  Edit: Having an inspired moodlet may also improve quality.   There are few things you can do for that.  The easiest might be to browse art on a computer or take thoughtful shower 

I'd like to add a couple notes about using cheats.  If you're playing the game on console, using cheats usually disables any achievements or trophies.  Also, cheats can be a little buggy so be careful when using them.  I usually input the cheat for whatever level is next for my sims.  If they have photography level 2, the cheat would be Stats.set_skill_level major_photography 3  , wait for the game to update, then add level 4 and so on.  This can be a little time consuming but personally I think this allows the game to sort of catch up and will be a little more stable.
