@angeloears I have the same problem, I created my extra room, tried with an extra bed and some furnitures, or just the extra bed and no furnitures, so far, 2 seasons went by on this playthrough and still nobody is showing up.
I even went as far as to create a family with 2 young adults, make them postulate to university from home, and then evict them so they are homeless and still attending to university, so far, it doesn't change anything, I still have nobody coming (but I do see the 2 students wandering around in the neighborhood ), they are just not potential roomates.
