When I was playing The Sims 4, and I was Level 3 with the Athletic Aspiration on Level 2, it asked me to Push the Limits. Like you, it wouldn't let me. But after a while playing The Sims 4, my Sim was Confident, and I decided that she should go to the gym. I clicked on a treadmill, and it said "Push the Limits." So, you might need to make your Sim still have an Energized moodlet, whilst at the same time be Confident.
