I found it does work on a Vacation/Rental lot after testing it. You don't actually really need it to be a Spooky Lot because you can still summon spirits with Invoke the Dead (shudder) on the Seance Table or with the Medium Skill and drawing a Seance circle, you can still summon Bonehilda too. I can't summon Guidry on a lot that isn't a Haunted House Residential lot (clicking on his image just says Open Profile and the helping hand is only for HHR lots) and there's no Temperance either. But you do still get the Haunted Effect while Communing with the Departed and a variety of ghosts and spectres will visit, just without leaving creepy relics.

I could also do all but one option on the Seance circle, I couldn't sense spiritual volatility but could do the rest.
