@klamp98 Try repairing the game: open your Origin game library, right-click on the Sims 4 icon, and select Repair.
If that doesn't help, please let me know what game version you have. Load the game to the Main Menu, where you can choose to load a save or start a new one, and look in the lower right corner of the screen. Please list the full version number, i.e. 1.xx.xx.xxxx.
I've tried repairing it twice and nothing. The version is 1.70.84.1020
@klamp98 Please double-check whether the pack is still installed. There should be an SP18 folder inside the Sims 4's program files, along with the folders for your other installed packs.
On the off chance that you have a mod that allows you to sort CAS or Build/Buy, please remove it and test again.
If that doesn't help, please remove your entire Mods folder and delete localthumbcache.package as well.

I got the same issue and I have no mods and I'm on the legacy version 32 bit.
I've just tried repairing, no luck, update no luck.
I'm now reinstalling the whole game and its packs.
I seem to get all packs to show in-game but this new one. If this happens again after reinstalling the game which takes 4 hrs for me I'll file a report as origin and folders show it is installed.

@ladysim4 The new pack doesn't work in the Legacy Edition, just like all other packs released after October 2019 don't work in the LE. You can try contacting EA customer support and requesting a refund; support usually helps in this kind of situation.
@cbart12 Open Origin, then My Game Library, and click on the Sims 4 icon. Select More > Stuff Packs (you might have to scroll down to see it), then scroll through the list to the Paranormal pack. You should see an orange Download button. If you don't, clear Origin's cache and look again.

@crafydragon EA has made it clear that this is not getting fixed: no new packs will work in the Legacy Edition now or in the future.
