go to build/buy and build/buy and buy a rocket ship place it on your lot click on the platform to build the rocket ship

the rocket science skill is built using the rocket ship ,increasing the skill will increase build speed and unlock new upgrades on the rocket ship until it’s fully upgraded lastly select the rocket ship and click on explore space

at some point the space mission become available to you they appear/pop up as choose-your-own-adventure pop-up text boxes you have choices to make in to progress and completes the space missions

while i think of it check out youtube somewhat awesome games he usually has vid's on stuff like this

what if you don't have space in your lot? where else can i build the rocketship?

You can put a rocket ship on pretty much any lot that has room to place it. I've put them on a vacant lot before. If you do that, you probably ought to change the lot venue to something other than residential. I made mine a park but generic should work.
