Rebirth not working

With two different saves (no mods, no cc) tried to use Rebirth, one with a family of two others who were also at the pool, second  Sim was alone, with nobody else in the household.

In both cases, after clicking on the button for the Rebirth UI, the Screen does not switch to Manage Households to select a family to Rebirth into. Going into Manage Household to see try to transfer the Sim to another household, and the Sim's household is not in Manage Household.

Trying an idea, I went through the other households, and found the Sim as an infant near the bottom of the Households.

When I tried this before, near the time the Life & Death Pack was released, and it gave you the choice to pick the family, so I'd have to assume this is a bug. I'll have to go back to the previous save, to see if the same thing had happened there.

    With Manage Household, I transferred the infant Sim into the household of someone not currently in a household (since this is a new bug, I didn't know what to expect). I then moved the two Sims to an apartment.

    The infant floated down as normal. Before the bug, it was normal to be asked by the game if the infant's going to be as is or uses the DNA of the new family, but that option did not appear.

    When I had the cursor over the infant, with the adult Sim being controlled, there was an option 'Ask to be introduced by..." (which, when the mouse is over this option, it says "You haven't met the caregivers of this infant. Hey where are they anyways?") and an option to adopt the infant.

    I clicked on the adopt button, and it still show the 'Ask to be introduced by...' option, I'm able to choose the back carrier, feeding preferences and read the infant a book.
