Rental properties

I’m not liking This pack at all

i have downloaded a rental property of 6 rooms. And I started playing as a renter not owner. Now been playing a while now and there is only me In this building and other npc haven’t moved in well rented. Anyone shed some light of how people will move/rent so my sim not lonely there. Lot is rental and all rooms I have made sure have number of bedrooms per room allocates. Is there anything  else I need to do. Thanks In advance

Anyone shed some light as to why noone filled the rental with people that im renting please or do i have to create familys for these but that will course alot of saves and i only want to have my sim on that save
