Research and Books No Longer Skill up gardening/cooking

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.59.73.1020
What expansions, game packs, and stuff packs do you have installed? Island Living, Seasons, Cats and Dogs, City Living, Get Together, Get to Work, Realm of Magic, Strangerville, Parenthood, Vampires, Dine Out, Outdoor Retreat, My First Pet Stuff, Toddler Stuff, Spooky Stuff
Steps: How can we find the bug ourselves? Try to learn a skill past level 1 with a skill book or computer.
What happens when the bug occurs? Sims don't gain skills past level 1 with a computer "research" or reading a skill book (level 2 or 3 books don't work).
What do you expect to see? Sims with low level skills get skill gains when reading appropriate level books or through computer research.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. The last patch in December 2019 is when I noticed this stopped working.

I haven't tried TV channels to see if they still offer the skill ups. My sims are able to do the computer research or read the books but they aren't gaining any benefit from it.

@Peapod79 Hm, I do see the skill bar if I use the right level book.

As for the research, judging from the other options research has, I'm really unsure if it's supposed to level up gardening or just give you random notebook entries.

EDIT: (from Carl's Guide) Research Gardening at Computer (Web > Research Gardening). Do this to get Focused, which will help you gain more Gardening Experience.

@Peapod79 Is this for all skills ? AFAIK you need to be at least level 4 for skill books level 2

I tested robotics (level 5) and rocket science (level 3) and both worked fine when I used the appropriate book (level 2 for robotics and level 1 for rocket science)

@crinrict For sure it's gardening skill and possibly cooking. I know about the level 4 for level 2 books but after my sim got gardening level 2 the level 1 book stopped working, as well as the computer research. It happened with cooking too. Cooking skill is seems to work learning off of the TV. I'm not sure about other skills as I haven't yet tried books for them.

@Peapod79 Yeah can duplicate the gardening. Can't test cooking as my Sim has already maxed that out.

(edit: Books now work on the third try ? Not sure if research is supposed to level up ?)

@crinrict I've just noticed that the books actually do seem to work, just that the skill bar isn't above their heads. If you open the skill panel though, it is highlighted and seems to be moving.

@crinrict A few more play tests on my end and it does seem that the books don't work past level one... BUT, if you open the skill panel, it is actually working. I've tried with fishing now also. It's just that the skill bar above the sim's head doesn't appear. Not as big as a deal if they are still skilling up (which they are) and a game reload seems to fix this.
