Romance option not showing up on Wishing Well

The Romance option is not showing up when using Wishing well.

What I know:

- I do have the Romantic Garden Expansion Pack

- All other options are showing up t the Wishing Well

- I tried deleting wishing well

- I do not have any mods turned on

- My Sim's sexual orientation is attracted to men & women

- I have tried reset debug, closing game, and going to main menu/ back into game

- I have tried loading another property

Please help me I am stumped and not sure what else to try.
