Roommate won't move in

I'm trying to get my sim a roommate. She put an ad on the computer, and she's been asking her friend (who is "homeless"/not in the world) to move in. Their friendship bar is all the way up. Whenever she asks him, he gives this message, then leaves and doesn't come back. Has this happened to anyone else? I've attached a screenshot of his room. I have a bed for him and it is accessible. There was a bookcase next to it but I moved it for him. It doesn't allow me to assign the bed to him. Is he just an indirect communicator and doesn't want to move in?

    Hope this helps.

CGrant56 Thank you!!! He's finally moved in at least and my sim is pregnant with his baby. I'm trying to do a storyline where they were roommates, then fell in love. But the thing is, I hate when my sims get married because then I can control either sim which isn't real life. And I love some side quests but they can get out of hand. So, this was a random idea that I had. It got a little awkward when he asked to move in  and she said no and they both had negative sentiments. But I'm like, you already live here??? All you're really asking at that point is to sacrifice your freewill, and given my playstyle, I question if they actually want that.

If it helps, you actually can get married and then choose not to move in together, if you want them to be married but still leave one unplayed…

(also, if he asks to move in again, say yes but then cancel on the move in screen - avoids the negative moodlet)
